Press secretary of ISIL al-Adnani, announces creation of caliphate

The press secretary of Ad Dawla al-Islamiyya fi al-Iraq wa ash-Sham/Islamic State of Iraq and Levant (ISIL), al-Adnani, circulated an audio recording stating that the Council of ISIL announced the creation of caliphate headed by its leader Abu Bakr al-Baghdadi.

Al Arabiya reports that the recording informs that Council of ISIL had discussed the matter and appointed their Emir as the "caliph of all Muslims".

Al-Adnani's statement has been translated into English and published online. There was no response from the leader of ISIL yet.

On this occasion, a holiday has been declared in the town of Raqqa, which is controlled by the units of ISIL (see the photo of ISIL members celebrating the proclamation of caliphate).

In Raqqa, ISIL's declaration of caliphate is considered as an important event. Supporters of ISIL say that it is a legitimate decision, while opponents are confident in illegality of such actions of ISIL, which violate the Sharia principle of choosing the caliph and manhaj [the methodology of reaching truth] of Prophet Muhammad (pbuh) for the creation of an Islamic caliphate.

Meanwhile, the fighting continues between ISIL and other units of the Syrian Mujahideen in city of Deir ez-Zor. The town of al-Bukamal was taken by combined units of Majlis-ash-Shura/Advisory Council (AC) who continue to control Deir ez-Zor, repulsing the attacks of ISIL and troops of the Assad's regime.

On Sunday night, ISIL's units tried again to recapture al-Bukamal. Syrian sources report fightings taking place on the outskirts of the town. ISIL is storming al-Bukamal from side of Iraq.

It is to be recalled that in the province of Deir ez-Zor, the battles have been ongoing for several months already. Units of ISIL aimed to capture Deir ez-Zor, but so far they have failed to do it. Battles are taking place with varying degrees of success. According to various sources, including the command of ISIL, the opposing Jabhat an-Nusra/Victory Front (VF) and other units, some rural areas have several times passed from the hands of one side to the other.

Meanwhile, Shaheel tribes living in Deir Zor said they would fight against ISIL. In the area of the fightings, additional units of AC of Deir ez-Zor are moved (see the video). A major fighting against ISIL occurred in the city of al-Shuhail.

In the suburbs of Damascus in eastern Ghouta, units of Jabhat al-Islam/Army of Islam (AI) led by Zahran Alloush and other groups accused ISIL of killings of their leaders and Islamic figures, as well as of a recent explosion in the bazaar in the town of Douma.

ISIL units are now besieged in settlements Otaya and Mesraba.

ISIL units in Mesraba are offered to leave the town without bloodshed.
 
Citing local sources, it was reported that many members of ISIL sought the protection of VF.

Meanwhile, the command of the troops of the Assad regime stated that its aircraft attacked the headquarters of ISIL in the town of Hasaka. Details are not known.
