Russia cannot call for de-escalation of conflict in Ukraine and at the same time fuel the separatist sentiment in the east.

"You cannot dress yourself like a firefighter and behave like an arsonist", Victoria Nuland, the top US diplomat for Europe, told CNN's Christiane Amanpour in an exclusive interview.
 
She said that US is very concerned about the Russia's actions in eastern Ukraine.

Nuland said that the "bearded man", who, according to media reports, participated in the Russian invasion of Georgia in 2008, as was seen in the east of Ukraine. She added that this shows that he is an "an agent of the GRU", referring to the main intelligence body of the Russian military.

US diplomat stressed that Russia does not fulfill its part of the terms of the Geneva Agreement.

"We have not seen the kind of major de-escalation that we're looking for, nor have we seen serious Russian efforts to help the OSCE or to speak out against separatists since Geneva", said Nuland.

Nuland praised the acting Ukrainian government for fulfilling the two tasks they were given: the negotiations with the IMF and the fight against corruption.

Now, noted the US top deplomat, Ukraine should hold "free and fair elections".

It is to be recalled that OSCE observers concluded that the Geneva agreement until now is exactly being fulfilled by only one interested party - Ukraine.
 
The US government claims that "in a matter of days" will decide on additional sanctions against Russia if Moscow does not take steps to implement the agreement reached in Geneva last week and aimed at reducing tensions in Ukraine, report Western media.

In particular, Russia is demanded to publicly call on Russian separatists and terrorist gangs in eastern Ukraine to vacate illegal buildings and checkpoints, accept amnesty and address their grievances politically, said State Department spokeswoman Jen Psak.

"If they don't take steps in the coming days, there'll be consequences, she said at a press briefing on Monday. - Obviously, we would have to make a decision in the matter of days".

From the mouths of many US lawmakers are heard loud demands to the administration of President Barack Obama to impose tough new sanctions against the Russian energy sector and major banks to encourage Vladimir Putin to withdraw troops from the border with Ukraine and prevent a new invasion of Russia in the Ukrainian territory.

"I think it's time to move on the next round of sanctions", said Sen. Chris Murphy, although he added that he backed giving Moscow two to three days to implement the Geneva agreement. "I think it is important to explore diplomatic solutions when they potentially become available", said Murphy.

Meanwhile, Russia is traditionally continuing blatantly lie and turn everything upside down, accusing Kiev in "inability and unwillingness to put an end to acts of violence of the Right Sector, which jeopardize fulfillment of the Geneva agreements".
